The only thing I’ll say about the content portion of your post is that, by definition, a blog can be anything the author wants it to be. Personal, or not. Frequent or not. It’s up to the audience if they want to read it.

http://valley24.com/blogs/ which is more of a directory of featured blogs on the site.
Our system is admittedly not as full-featured as Word Press, MoveableType or blogger but works pretty much the same way. That's one of the trade-offs we had to make to keep all of the content in the same management system. This allows things like blogs to share a common database with other content objects, letting users comment on them with the same login, etc. Anyway, well make it better along the way and look for suggestions from you and all of the other bloggers.
The view that’s used on the each blog home page is similar to the option wordpress has to view post summaries on the home page. Hundreds of thousands of blogs work this way. Poke around technorati for examples.
"Valley24 blog aggregation" I'm surprised you used this wording, not knowing what it means (or at least using it out of context.) Sounds like the media.
I read dozens of blogs per week, mainly through aggregation (yours is now one of them.) RSS works just fine on valley24.
Not liking the presentation of the blog is one thing, but FWIW you should stick to the journalism and stay away from the technology stuff. That way you wont sound so much like a donkey ;-)

Bob,
We're in the process of setting up new bloggers.
Also, we're very aware of the blogging software limitations. We're going to address as much of this as we can. Your input and the input of the viewers is important.
I can tell you that the traffic for the site overall is probably higher than you'd estimate based on the number of comments we're seeing.
We're doing about 10,000 unique visitors per month with roughly 75,000 to 100,000 page views.
